Depends. As mentioned, if you train them early enough, it's possible. Sadie (our dog) allows us too. She's not crazy about it, but tolerates it.

Oh yeah, training them young definitely makes all the difference.  My parents have a little terrier puppy and he's already really chill when they brush his teeth and everything. I actually have never even attempted to clip pet nails, LOL.
