I have a unique project where the owner wants to install remote 600W, 208V HPS ballasts from the luminaire.

According to the manufacturer, the ballast output is 208V nominal but 5000V at start-up. This would require different insulation on the conductors routed between the ballast and lighting fixture.

I see in NEC 300.3©(2) requirements which touch on this topic.

Thoughts and input are greatly appreciated.

 
I think a voltage spike like that would be handled like inrush current in motors. The spike would be of such short duration that it wouldn't require a change in insulation in the same way that an inrush current of 10 times the steady state current wouldn't require a larger conductor.

That's my take on it, but I didn't consult the NEC.
