NEC 2014 TABLE 9 VALUES

I am confused about NEC Table 9 values. Why do we pick bottom values...............? what is the top row values in table 9 ? Please can someone help me out.?

Top row is Ohms to Neutral per kilometer, bottom row is ohms to neutral per 1000 feet.

See the top row in the table, it is a little weird how it is listed.

More than likely the problem will be worded for you to use the bottom row; however, CAUTION... this is a spot where they could try to trip you up.
