Here in Oklahoma, I am pretty sure it would work like this:

The overseas BS education will be from a non-accredited university (only USA has acceptable accreditation). To sit for the PE with a degree from a non-accredited university, you have to have 6 years experience in the appropriate field. Architectural design will not count.

From what it looks like to me from what you posted -- unfortunately, it doesn't look like you are there yet. I think your board will only see 1 year of experience, but since that is overseas, I'm not sure they will even count it. The easy way to figure it out is to call or email AZ's board and see what they have to say.

Good luck

In AZ you need 4 years with P.E. supervision and reference. Get as many supervisiors as you can from those jobs. The app is at the web site http://www.btr.state.az.us. BTR accepts experience from Canada I was told. Mexico, etc...I don't know

In Cali you need 2 years.

I know az BTR takes a couple of months to give you an answer. Worst case they may want more paperwork. Good luck!
