it's because of the grander ideas prior to completion effect

happens when you start a project out

but you scale back because you need to keep costs as low as possible

and then you change your mind as you go along and add stuff here and there raising the cost little by little

until it gets to the point where you have spent more than the original bid, so you might as well find out what it's going to take to get the original concept done the way it was designed

but you've run out of money and then end up not finishing it

except you have some money over here to fund this other project, so if you combine them, you can finish the first and tie it in with the second

but when you research that, you are told that the two projects aren't really compatible so you have to go back and edit the first project more

which takes more money from the seconds budget

and THEN locusts show up and ruin the steps you just made and you've got to get an exterminator, which costs more money

but the builder tells you that the exterminator used to work for them and the locusts were probably his fault since he got fired

and tells you that it wasn't really a locust at all, but a wasps nest and that the entire building needs to be torn down and rebuilt because the wasps have gotten into the mechanical, plumbing, electrical, structural etc etc etc

and since they understand that the exterminator worked for them

and since there was several other projects that the exterminator impacted

 

[engineergurl]

they will rebuild the structural portion of the building for all of their impacted clients
