Ok, so I'm starting my application process for the October 2011 test. Thus this means I have to list out my experience over the last four years. What is the general format most people use when filling out their SER?! Do you just make a list and basically say what you did on the project or do you want to try to make it flow like you would a paper?! This is really creating a block for me as i don't want to get to far into it and have to redo it. Any suggestions would be nice.

In Georgia at least they ask you to describe the experience, not just provide a bulleted list of projects. Instead of "Instrumentation Engineer" I put "Instrumentation Engineer at XYZ responsible for specifying instrument types, mounting details, and test plans in accordance with ABC codes and standards..."

I'm not sure what's involved with other states, but it shouldn't take that long to come up with your experience listing. The worst that happens (I think) is you get a call/email from your board asking you to elaborate more.

I basically cut and paste parts of my resume into the application. Expanded the desriptions a little if needed.
