Engagement and Reference Form - Civil

I'm a little confused about these forms and how to fill it out.

Here's my situation: I have a MS in Civil Engineering, which means i need 1 year of qualifying experience.

Job 1 - Had for 2 years. Worked under 3 PEs. Land Development exclusively. 

Job 2 - currently for 7 months. Working under 1 PE. Project Management and a little Land Development. 

What i want to do: Use job 1 and my main supervisor as all the qualifying experience (1 year) and the rest would just be there to fulfill the 4 references requirement.

Is this OK to do?

I know in AL, you have to include all experience, regardless of qualifying or not.  I would double check this for you.
