I only know about CA and SC state rules as those are the boards I've interfaced with but in both those states, you would need proof of graduation from college via official transcripts to actually be granted the EIT.
Keep in mind having your EIT license is completely separate from successfully passing the NCEES exam which is generally what most employers are looking for from recent college grads. We understand that the state paperwork will fall in line once you are graduated as long as you passed the test already.
If someone asks do you have your EIT in an interview or in a job application, legally speaking you have to say no. But it's more of a not yet, because you passed the exam already.
