Purpose
Assessment, within a multi-disciplinary team, of capital investment projects and programmes in the air transport sector, with a focus on airport development projects in particular. This will include the technical, environmental and contractual viability of projects, in accordance with EIB procedures.
Operating network
He/she will report to the Head of Division for Air, Maritime and Innovative Transport and will work in close contact with the other engineers and economists from the MOBILITY Department, as well as in a multi-disciplinary team for project work. His/her contribution to the implementation of operations will require close cooperation with other services in the Bank namely in Lending, Legal and Transaction Management. The successful candidate shall also participate in horizontal tasks within MOBILITY, provide advice to internal and external stakeholders and represent the Bank at external events and during missions. Candidates should be ready to travel regularly inside and outside the EU.
Accountabilities
• Appraise the technical, environmental and implementation viability of airport projects/programmes that have applied for EIB financing inside the EU and in the other countries where the Bank operates, in accordance with the EIB Transport Lending Policy, EU Directives, international standards and any other specific requirements.
• Monitor the progress of financed projects in accordance with internal procedures during the construction and, if necessary, the operational phases in close cooperation with financial monitoring directorates.
• Support the air transport team in developing the pipeline of projects in the sector.
• Contribute to sector studies, policy papers and analyses, in particular in areas of specific expertise or responsibility.
• Cooperate with other EIB Directorates, the European Commission, and other International Financial Institutions.
• Support the Department in horizontal tasks in the wider Mobility sector as assigned.
Qualifications
• University degree in a relevant subject
• Post graduate qualification, preferably in air transport planning, business administration or construction management, or membership of a relevant professional institution, would be an advantage.
• At least 5 years of relevant professional experience in airport development and, in particular, airport functional planning, phasing and design including airfield, terminal, landside and secondary systems. Experience in project management and operation of airports and in the application of related technical, environmental and procurement standards would also be relevant.
• Experience in PPP/Project Finance, innovative funding and private sector participation in transport infrastructure projects would be an advantage.
• Understanding of EU policies, and the political and operational framework in which the Bank operates.
• Fluent in English. Knowledge of other European Union languages would be an advantage.
• Proficiency in computer applications, in particular with spreadsheet modelling.
