Whatever the WRE Exam Board decided it was...

I failed the April Civil/Structural PE with a score of 50/80.  As best I could tell the cut score was about 53.  I felt terrible knowing I was that close.  I utilized my diagnostic report to sharpen up my studying habits and paid for an EET depth review.  I passed October 2016.  Keep your chin up and keep working at it.
