California Civil PE References

Does anyone know if I absolutely need 4 California Civil PE references for the application to become a Civil PE in California? I have one supervisor (California Civil PE) that I have all my qualifying experience under. I am trying to avoid my application being rejected. I wanted to use 2 California Chemical PE references and an Out-of-State Civil PE reference. Else I will have to list 3 random California Civil PE coworkers.

Also, what counts as qualifying experience? As an environmental engineer, I don't do much civil design work, but do odor control, air quality, and some water remediation/treatment.

CA doesn’t care at all about CA PE vs. any other state.  CA does care a lot about civil vs not civil.  I’d recommend 2 Civil PEs you were going to do anyway and find two other civils.
