in a question, to calculate the ultimate punching shear on a footing, they calculated the service load, and then divided by the footing area to find a pressure. and then they also added the pressure from the load from soil weight to this.

then they multiplied this pressure with the area that contributes to the shear, and found the ultiate shear force. why did they add the soil pressure to service load pressure? plus this shear stresses they found is more than the allowable soil pressure. question doesnt say anything regarding that or compares this with the shear stregnth of concrete in the first place (which are both given in the question)
