I would like to point out that the IBC does not prevent one from considering both simultaneously, it simply requires that a geotechnical investigation be performed and that said investigation allows for them to be used simultaneously. Essentially it just doesn't allow you to use both if you are using the presumptive values provided in the IBC.The older codes allowed a combination of skin friction and end bearing. Newer codes allow only one or other, not both simultaneously. (IBC 1810.3.3.1.4)
