Anybody work in asphalt construction in California???

I am writing a document for the National Aspalt Pavement Association in which I would like to include some regulation data in California that states asphalt plants are only allowed a certain number of hours or certain tonnage allowed per week, due to emission limits...

Or anyone who is in a non-attainment area would work with this type of regulation....

If anyone knows where I could find this information, I would appreciate it.

I'm pretty sure that the regulation states that you have an upper limit on pollutants in the emission volume, but if you clean/filter your emissions, then there isn't a limit. I guess you could convert this limit to a tonnage based on filter efficiency, or a time limit based on plant efficiency, but I'm pretty sure the regulations are just volume limits.
