I agree with your assessment... those are indeed azimuths. However, Bruce is in Australia and hence their nomenclature may be different. Actually, in mathematical terms " bearing is an angle, measured clockwise from the north direction. " This is really what we consider azimuth in US surveying terms.there are some serious structural issues with this question. First of all, the "bearings" are NOT bearings - one would need to assume those are azimuths to answer the question and even though the graphic says "NOT TO SCALE", the roads should at least been drawn relatively accurate to each other as its explained in the questions.
I've never seen this particular book before Maji begin posting examples and so far, I would not recommend use of this book to understand how to perform surveying for engineering
