    You can always try and argue your case.  Apply, submit your information and a description of what you did and why it is applicable.  It's likely they'll deny it, but it's worth a shot.  I'd definitely make them tell you it doesn't apply.

    And I think we confuse the test with experience in other areas too.  I agree, and I'm sure others agree that it is important that engineers accumulate experience prior to gaining licensure.  But states that have de-coupled the exam still require those applicants to accrue the required experience...

    Admittedly never heard of a privilege tax or a tax on licensure.  Maybe other states do it, but I'm not aware of any off the top of my head.  That is a huge fee.
