    Applied for Civil/Struct exam, was approved for SE exam???

    I would suggest taking the exam out of state if you can't get them to budge. For example in CA, you have to first become licensed in Civil, before you take structural.... It is usually pretty easy once you are licensed in one state to get licensed in another by comity.

    Do you have the Electrical Engineering Reference manual... latest edition for Power? If so, all the formulas you will need are in that one lighting chapter. I wouldn't worry too much about it.

    Agreed, you should not have references outside of your industry, since they would not be familiar with your work. When you said you wouldn't use aerospace engineers or telecom engineers, you are probably correct. However, I was talking engineers in an specific industry, not a specific job...
