If you're magnifying (enlarging) scale then you're seeing less ground distance for a given map distance... 1" = 4' i this case

Yes. Otherwise written as 5" = 20' --> 1"=4"

Think of it is a ratio:

1"=20' --> 1/20

Magnified 5x is 1/20 * 5 = 5/20 = 1/4 --> 1"=4'
