Goswami has :

Rmin=S^2 / (15(0.01xe + f ))

where CERM has the same formula but omits the 0.01.

Which should I use ?

Both are correct. The formula in Goswami uses e in percent. The formula in Lindeburg uses e in decimal. Hence the 0.01 muliplier.
