Steam Pipe Termination issue on the top floor of a residential building

Hi, Currently we are working on a residential building to analyze the steam heating system, the picture shows the air vent is not connect at the top end of the steam riser, can any one explain why they are designing this way and not use air vent as termination of the steam riser. or are there another piece of equipment above the ceiling.
