What if the answer was 76A! would the correct choice be 80A? or this is not a rounding issue it is a concept and the right choice will still be 70A?

please if anyone can clarify it I'd appreciate this.

If you have the NEC read 430.32(1) carefully. It states "this device shall be selected to trip or shall be rated at no more than..." So if you round up it would be more than the percentages given. Therefore you round down and the answer is 70A
