I printed off a copy of section 6 of the MUTCD, however I have skimmed through it and could not find the answer to this question.

Problem:

According to the MUTCD, ground-mounted signs installed at the side of the road in business, commercial and residential districts where pedestrian movement or parking is likely to occur, the distance between the bottom of the sign and the top of the near edge of the traveled path is most nearly:

a. 4 ft

b. 5ft

c. 7ft

d. 8ft

 
That is found in section 6F.03 "Sign Placement"

It can also be found in Part 2 "Signs" under section 2A.18 "Mounting Height" if you have the complete MUTCD

Even if you are only doing the construction portion, I would still print off the entire book. Even the "construction" specific versions of the MUTCD include sections 1, 5, & 6.
