Washington code says this with regard to electronic seal/stamp usage (and I imagine that other states are similar):

"The digital identification must

be:...
...Linked to a document in such a manner that the digi-


tal identification is invalidated if any data in the document is
changed."
(This is only a portion of the requirement)
 
Does anyone know what this part means, practically?
 
That means it has to be "hard-coded" (i.e. digitally attached) to the document.  Similar to an official digital signature from Adobe, VeriSign, etc. such that if any tampering occurs, identification (i.e. the actual seal and/or signature) is invalidated accordingly.

 
Not sure about that section.  Washington accepts digital seals and signatures.  A drafter may apply the seal in the document, but only the engineer may apply it if it has a signature on it.

Washington is weird because it requires the seal on the drawing even on preliminary sets, just not signed.
