Comp Exam Question

Problem 118 in the NEECS sample exam gives a large-scale integrated circuit and ask what is the best description of the circuit.

I found information about phase detectors, and phase-locked loop, but I couldn't find any information on Clock-phase skew compensator or Multiphase clock extractor. Unfortunately this isn't in any of my reference books.

Does anyone know of any websites that have information on this? Any information would help.
