Almost all of my study material had questions about Airports and or Railroads. Yet after looking at the exam Specifications from NCEES, it appears that those are not on the test at all? Is this a recent change or are my study materials just hopefully out of date with the exam?

Follow the NCEES test plan. That's what it's there for.

Focus on horizontal and vertical curve design, safe stopping speed, and capacity analysis. Proficiency in these topics will guarantee a pass.
