Isn't MicroPaver the software developed by the Army?
I learned some MicroPaver as an undergrad, but only have real-world experience with CarteGraph. Like most software choices, the concepts are the same. CarteGraph has a much better GUI, and is generally more user-friendly. Still, the effectiveness of a PMS still comes down to what you input and how you interpret its output.
