so when we have to travel the state has a list of preferred hotels that have agreed to offer room rates at the state reimbursable rate...even with the agreement they don't have to honor the rates though.  .  If there are no hotels offering the state rate we have to provide paperwork that we contacted 5 hotels and we have to book the lowest rate available of those 5.  

anyways...a new rule just came out that since some hotels still offer smoking rooms and that since those rooms tend to be the cheapest rates.  We are  now "allowed" choose a more expensive Nonsmoking room without the hassle of extra paperwork.  how lovely of them to allow us to do something most people already did.
