It looks like they tried to reuse the solution method from Problem 26 in this same exam. However, on Problem 26 they just give an equivalent circuit with no mention of single or three phase while on Problem #61 it specifically says three-phase.
If you assume single-phase on Problem 26 then the solution appears correct. If you assume they are showing one of the three phases in the equivalent circuit, then they forgot the sqrt(3) again.
In Problem 61, it appears it is another case of not including the sqrt(3).
