I reside and work in CA and I am interested in taking the EIT and PE exams in CA.

I have 16 years experience as an Electrical Designer. I do not poses a 4 year degree. Can anyone tell me if I can sit for the PE, substituting work experience for the BSEE?

State board requirements are ambiguous in this area stating 'various combination's' of work experience/education are acceptable.

Yes - check the FAQ on the pels website. You can take the EIT with 3 years of exp or college, PE with 6 years of experience, or 2 with college, 1 with a MS.
