Hiner problem #15

Hello,

The solution for problem 15 stated that both N-S direction and E-W directions are CASE 3. I don't understand why they are both CASE 3. Shouldn't one is CASE 1 and the other direction would be CASE 3? I apologize if this is a stupid question...

Okay... to answer my own stupid question.... a few hours later... I found out that this Hiner version has a mistake. E-W direction IS supposed to be CASE 1. FYI for people who's wondering the same thing...
