Could anyone explain to me or refer me to any reference material in regards to this problem? not sure if this is a lightning protection or NESC topic.

This would fall under "not going to show up on the exam"

It is definitely not NESC and I wouldn't really call it lightning either.

I asked about this one last summer and it's in my folder along with others like this called "weird problems".  I had it in the back of my folder in case something weird like this showed up.  I wouldn't invest too much time with it.

 
This is a step potential/voltage gradient problem. Ive seen it covered in electrical safety classes. The wikipedia article on earth potential rise says it's covered in IEEE-80, but just google step potential and you'll get some good expainations.

So it looks like it would fall to the Grounding section. Thanks for the info.
