When determining the culvert flow type, one of the criteria is h4/D < 1.0
In doing problem 19-22 out of the Practice Problems book that accompanies the CERM , the culvert is classified as a type 4 flow. In the solution, its noted that h4 = D = 3.5 ft. Isn't h4/D equal to 3.5/4, or 0.875?
Am I totally missing something or just have a brain freeze from studying all day?
