Okay so I'm assuming you are just looking for an explanation on the scaling? If not please let me know.  So to get the solution they went to the hydrograph constructed based on the 4.37 cm precip and found Q = 35 m^3/s at 15 hrs and 10 m^3/s at 3 hrs.  Keeping in mind these values are for 4.37...

Stuff like this is just a little annoying to me coming from the heart of oilfield country. Everyone is an "engineer" in the oilfield no matter what they actually do.  I know I'm probably being Petty Mayonnaise on this but still bugs me.

Agree 100%. Loved the book. Movie doesn't do it justice. The book had some really cool 80's nostalgia and the characters seemed to appreciate it. Movie they were just in it for the contest. Kinda took the fun out of it for me.

I think your state board would be the best reference for this. So many differences from state to state. 

I've been playing the Beta. I think it really requires a group to play. I have a few buddies playing and when fate actually aligns and we can all be online at the same time it has been fun. Playing solo it's hard to get anything done. It's a fun game but I've already started playing BFV more.
