As soon as you send in the paperwork the very first time, you are assigned a file number which is essentially the number that will be used for your license number. I have a buddy who first registered to take the exam 8 years before he actually passed it. His PE number reflects that.

Too bad 10 days ago, they said 7-10 days. I beleive that this is their standard boiler plate answer, simply stated, leave us alone for a week so we can take our 4 day weekends and 2 hour lunch breaks.
