I had the same question about the pencil notes. I am taking the test in Texas, which states it is not allowed. But I called the NCEES, and they said it is ok to have pencil notes.

Hi All: I am scheduled to take the PE in Oct (Environmental) in Washington state. I have seen some states do not allow reference materials with pencil notes (have to be pen). Most of my notes are in pencil, and wanted to see what other people's experience was. Thanks!
