On Example 18 of Graffeo, how is the transformer base old value selected for the new per unit impedance conversion? For both transformers, the old base is 28kV. Both transformers are 28kV delta - 115kV wye. Why 28kV instead of 115kV? Pg 36 & 37 for anyone who has the Graffeo book.

I did the NCEES Morning Session earlier this week. Finished with in 3 hours and got 80% right. I did think it was more difficult than the CI exams. Are the PE afternoon questions generally more difficult than the morning questions?

I just started studying about two weeks ago. Worked through 2 practice tests so far. Going to do a third tomorrow. I think you still have enough time to prepare before the exam if you buckle down. I guess I'll find out around May if I should have waited until October.
