Point of all...no one I know and no one on this board has posted to confirm they received the email in question AND failed the exam, so I don't think you can refute the theory until someone does.

I don't think degree information would help filter or target email recipients in this instance. You can have a degree in mathematics and still be a registered PE working in the environmental field. And as someone who's done work with email mailing lists, it really wouldn't be difficult for NCEES...

Just got word another colleague who took Civil WRE in South Carolina got email yesterday about survey and just found out today that he passed. So it continues to look like only WRE or Environmental examinees who passed for this email.

PASSED on 2nd attempt! NC Civil WRE. After failing first time, was advised by some to change depth and/or take prep course, but decided to just stay the course and do only practice problems and it paid off for me.

Failed in October, but passed on 2nd attempt - Civil WRE. For anyone that didn't pass this time, stay encouraged and use your diagnostics to focus your studying. I didn't change up much with my studying, other than putting in a little additional time doing practice problems in areas I was weakest.
