We used that book in my undergrad program. The professor told us it was the only book we would need to pass the PE. I don't think it's quite that simple (I think you need a variety of texts to cover the qualitative questions they throw at you), but it is a pretty good book.

This is not true in NY. They also do not require recommendations, just endorsements from your supervisor for all qualifying time.

I don't know anything about the course, but coincidentally, I met the instructor through work. He's an engineer with EPA and I found him to be very impressive and thorough. I would expect him to do a good job with the course.
