Also, when you add 11 (number of first release date) to 47 (number of days to first release), you get 58. I think the cut score is 58! Seriously though, I think you may be on to something about the date of the first results. 12/11/13 seems like a pretty safe bet.

I think in order to grade the PE exam, you should have to pass a PEG (PE Grading) Exam. Maybe then the graders would be competent enough to determine the results in fewer than 40+ days.

They wouldn't release them on a Saturday (Dec 14th), would they?
