the 'frustration' boils down to impatience. we all want to get our results as soon as possible but there's nothing to get pissed off about here. they're working on it. they're not 'late'. all the moaning makes engineers look like a whiny group on the whole.
i imagine the NCEES customer service manual reads like this:
Question: "when will the PE exam results be released?"
Response: "Thank you for contacting NCEES Customer Service. In response to your question..." choose your adventure!
