Well, I cannot speak for all licensing boards, but in CA, Board staff process the applications and those do not go before the board for review or approval. Has nothing to do with board meetings.

I would hope you have provided the Board with that change of address? That will not affect the review but if you haven't, it might affect you receiving timely notice.
