    Lightning/Surge Arrester meter?

    Hi, saw what look like meters at the bottom of some lightning arresters for a transformer in a main outdoor substation.  I've never seen them before, anyone know what they are or used for?  Some sort of sensing or indication if there is a surge perhaps?  Thanks!
