Can a board deny giving you the licence after passing the exam?

Civil Structure: Morning: 40 out of 40 or at least 38. Afternoon: 35 to 36 + 2  guess +   2 to 3 wrong for sure. I haven't practiced structure that much but I am wondering if you are really practicing you should get it.

Other way for me. AM finished early but PM just on time. Congrats for both of us.

Does any one know if they release the results to the state board as P/F or they provide the score and the state board decide then they post it?
