I don't remember any post exam survey last October. I guess all the signs are pointed to NCEES catering to the casuals.
NCEES changes the mechanical morning exam to cover only one discipline as opposed to 3.
NCEES asks where the bad exam hurt you.

The last exam to have all three modules (HVAC, T+F, Machine Design) in the morning exam was when I took it: October 2016. They changed it afterwards, but I am pretty sure they announced the change well ahead of the April 2017 exam.
That book was my #1 go to reference (not including my quick reference) during the exam and I used it a lot when I prepared for the exam. You might want to have a physical copy.
Last October's morning exam had problems that were all over the place. Then again, that exam was the last of its kind as the morning exam featured problems from HVAC+R, T+F Systems, and Machine Design.
I've taken the mechanical engineering HVAC exam last October and passed. The wait for the result, especially if you're not sure if you passed or fail, is worse than taking the exam.

I've completed 90% of the problems from the MERM companion book and I can honestly say they helped me pass the exam. To answer your question about buying all the bells and whistle: yes, all the bells and whistles will help you pass the exam.
