I'm getting ready to study for the seismic exam. I think I'm going to sign up for the Hiner course. What reference book(s) would people recommend for someone with minimal seismic/structural experience?

What I was told by the board is that there is only one person doing technical review for civil engineer applications (of which they said there are hundreds).

I submitted mine in February and it is still under "technical review". I just called the board and the operator told me that there is only one person reviewing civil applications and would not give me any timeframe as to when it might be done. I am pretty frustrated.
