So, curious...in a bridge design project where the bridge connects roadways between two states, which state has jurisdiction? Does the engineer in charge need to stamp once for each state, or is one stamp from either state sufficient?

 
It depends on the terms laid out in the Interstate Compact. The Compact Entities typically aren't subject to the laws of their constituent jurisdictions, even when those individual laws are in agreement, and instead they have to comply only to the terms laid out in the original compact.

There are dozens of legal papers written on the larger issues surrounding these compacts.
