Ran into a question where they are asking for the North-South green time for Pedestrians. The question states 45 going NB and 35 going SB.

I thought the Nped value would be 75 but apparently its 45. Is it because you choose the highest number crossing one way and you can neglect the SB ped traffic if its less than the NB.

 
YES,

I had problem like this. you need to choose the highest volume number in traffic direction, or if you asked for entire intersection you need to choose the highest volume for both directions. Like SB is 200,300,400 (3 ph), NB 100, 200,300 (3ph), EB 100,100 (2ph) and WB 100,200 (2ph), So, your V=400+200=600.
