In the Flexible Pavement Design section of Cerm, the question that asked to find the Truck Factor for 165 trucks with 5 or more axles. SN = 5 and pt= 2.5. Could someone explains to me how they're choosing the values to use in the solution?

Specifically, How do you know what Load Equivalency Factor (LEF) to use? how are they coming up with the different number of axles for single and tandem.

Would the axle load be given in a question like this or we are suppose to find these values. Correct me if I'm wrong but is the axle load given in the problem this example. CERM confuses me this time
