It looks like the sample size is about half of a typical P&P exam administration. I think it's a combination of being those motivated to be first in line to sign up for the CBT exam, extra study time with two P&P exams cancelled, and time pressure basically being removed with the CBT exam...

I can only speak using Pennsylvania as an example, but I think most states should be similar. The state you are initially applying for your PE in shouldn't require you to resubmit everything after passing the exam. PA automatically issued my license after receiving confirmation of my exam...
