I just passed the PE, and I did all self-study.
The references you'll need are the AASHTO Green Book, the 2010 Highway Capacity Manual, Roadside Design Guide, and the MUTCD. You can download the MUTCD for free, but you'll have to buy all the others.
The formulas are in the MUTCD on page 557. If the speed limit is 40mph or less, L=(WS^2)/60. If the speed limit is 45mph or greater, L=WS.

I converted the bearings to azimuths. The SE bearing in decimal decrees is S59.25°E then 180°-59.25°=120.75° azimuth. The NE bearing in decimal degrees is N88.75°E, and the azimuth is the same. Then the deflection angle is 120.75°-88.75°=32°.
